Abahtindik.com — Dalam rangka memperkuat konektivitas wilayah dan mendukung pengembangan kawasan strategis ekonomi di Jawa Timur, Pemerintah Provinsi Jawa Timur melalui UPT Pengelolaan Jalan dan Jembatan (PJJ) Surabaya tengah melaksanakan Proyek Pembangunan Jalan Akses dari Arteri Taman–Krian menuju Puspa Agro Tahap 1.
Proyek ini secara resmi tercatat dengan Kode RUP 51853194, didanai melalui Anggaran Pendapatan dan Belanja Daerah (APBD) Provinsi Jawa Timur Tahun Anggaran 2024 dengan nilai sebesar Rp 42.500.000.000. Masa pelaksanaan konstruksi dijadwalkan selama enam bulan, mulai Juni hingga Desember 2024, sedangkan pemanfaatan barang/jasa ditargetkan berlangsung mulai Desember 2024 hingga Juni 2025.
Lokasi Strategis dan Ruang Lingkup Proyek
Proyek ini berlokasi di Desa Kletek dan Desa Jemundo, Kecamatan Taman, Kabupaten Sidoarjo — kawasan vital yang menghubungkan pusat kota dengan sentra industri dan pasar agribisnis Puspa Agro.
Ruang lingkup pekerjaan meliputi:
Pengujian parameter kualitas tanah dan air,
Pekerjaan galian dan timbunan,
Pemasangan geotextile, beton bertulang, dan perkerasan aspal,
Penataan trotoar, median jalan, serta pembangunan drainase dan sistem penerangan jalan,
Instalasi rambu-rambu dan perlengkapan keselamatan jalan lainnya.
Seluruh kegiatan konstruksi mengacu pada Peraturan Menteri PUPR Tahun 2018 (Revisi 2 Terkendali) dan standar nasional konstruksi.
Efisiensi Anggaran dan Kebijakan 2025
Memasuki Tahun 2025, proyek ini menjadi bagian dari implementasi arah kebijakan efisiensi anggaran nasional yang dicanangkan oleh Presiden Republik Indonesia. Sejalan dengan itu, UPT PJJ Surabaya mengambil langkah strategis dengan:
Mengutamakan desain pekerjaan yang bernilai manfaat tinggi namun tidak memberatkan keuangan negara,
Menyesuaikan pelaksanaan proyek dengan kebijakan fiskal daerah dan regulasi Gubernur Jawa Timur tentang prioritas pembangunan berkelanjutan,
Tetap memastikan bahwa sektor infrastruktur tidak dikorbankan demi efisiensi, tetapi justru dioptimalkan sebagai pendorong pemerataan ekonomi.
Transparansi, Inovasi, dan Pelibatan Publik
Proses pengadaan dilakukan secara elektronik melalui metode E-Purchasing, sebagai bentuk komitmen terhadap transparansi, efisiensi, dan akuntabilitas penggunaan anggaran publik. Informasi lengkap mengenai detail pekerjaan, jadwal pelaksanaan, dan syarat penyedia jasa tersedia secara terbuka melalui portal LPSE dan Sirup LKPP.
