Abahtindik.com, Tulungagung – Pemerintah Kabupaten Tulungagung resmi memulai tahapan penyusunan Rencana Kerja Pemerintah Daerah (RKPD) Tahun 2027. Forum Konsultasi Publik ini digelar di Ruang Rapat Prajamukti. Pada Senin (26/01/2026).
Hadir dalam forum ini, Bupati Tulungagung Gatut Sunu Wibowo, Wakil Bupati Tulungagung Ahmad Baharudin, Ketua DPRD Tulungagung Marsono, Perwakilan Pemprov Jatim, Jajaran OPD, Para Camat se- Kabupaten Tulungagung.
Dengan mengusung tema “Tulungagung Berkarakter”, forum ini diharapkan menjadi wadah strategis untuk menjaring aspirasi serta masukan dari seluruh pemangku kepentingan guna menyempurnakan rancangan awal pembangunan Daerah.
Bupati Tulungagung Gatut Sunu Wibowo menyampaikan, bahwa visi pembangunan Kabupaten Tulungagung Tahun 2027 mengusung tema “Pembangunan SDM Berakhlak Mulia, Potensi Ekonomi Lokal Bernilai Tambah, serta Tata Kelola Pemerintahan yang Bersih dan Akuntabel.”
Tema tersebut dijabarkan ke dalam Lima misi utama pembangunan, yaitu:
1. Perekonomian dan Hilirisasi, untuk meningkatkan daya saing ekonomi berbasis potensi daerah serta pembangunan dari desa.
2. Infrastruktur dan Lingkungan, guna mewujudkan kualitas lingkungan hidup dan infrastruktur yang mumpuni.
3. SDM Unggul, dalam rangka menciptakan masyarakat yang cerdas, berbudaya, dan menjunjung tinggi nilai keguyuban.
4. Pengentasan Kemiskinan, untuk menurunkan angka kemiskinan secara terpadu dan kolaboratif.
5. Tata Kelola Pemerintahan, guna mewujudkan birokrasi yang adaptif, inklusif, dan bebas dari korupsi.
Bupati Gatut Sunu juga menjelaskan bahwa penyusunan RKPD 2027 merupakan bagian dari pelaksanaan periode pertama RPJPD 2025–2045 sekaligus tahun kedua RPJMD 2025–2029. “Forum ini bertujuan memastikan dokumen perencanaan tahunan selaras dengan aspirasi masyarakat serta dinamika sosial dan ekonomi yang berkembang,” tegasnya.
Bupati Gatut Sunu juga menambahkan, target prioritas pembangunan 2027 mencakup sinkronisasi target kinerja, sasaran pembangunan, hingga rincian subkegiatan yang mampu menjawab permasalahan riil di lapangan serta mendukung Program Strategis Nasional.
Bupati Gatut Sunu, juga mengajak seluruh Kepala Perangkat Daerah dan Pemangku kepentingan untuk melakukan integrasi pemikiran serta menyelaraskan langkah pembangunan Daerah,” ucapnya.
“Gatut Sunu juga menginstruksikan, seluruh Perangkat Daerah mampu merealisasikan anggaran minimal 20 persen pada triwulan pertama tahun berjalan, sebagai bentuk komitmen terhadap percepatan pembangunan,” tegasnya.
Dengan dimulainya forum ini, diharapkan RKPD Kabupaten Tulungagung Tahun 2027 dapat menjadi instrumen perencanaan yang akurat, transparan, dan mampu mendorong pemerataan kesejahteraan masyarakat.
Pj Sekretaris Daerah Kabupaten Tulungagung Soeroto dalam sambutannya mengatakan, bahwa penyusunan RKPD merupakan amanat Undang-Undang Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional, yang mengintegrasikan pendekatan politik, partisipatif, teknokratik, serta sinkronisasi top-down dan bottom-up,” terangnya.
“Soeroto juga menyampaikan, sejumlah target indikator kinerja makro Tahun 2027, di antaranya Indeks Pembangunan Manusia (IPM) sebesar 76,89, angka kemiskinan ditargetkan turun menjadi 5,49 persen, Indeks Gini 0,315, Indeks Reformasi Birokrasi 94,93, serta penurunan emisi gas rumah kaca kumulatif sebesar 216.098,88 ton CO₂ ekuivalen.
Soeroto juga memaparkan, Lima misi prioritas pembangunan Daerah yang akan menjadi tulang punggung pembangunan Kabupaten Tulungagung Tahun 2027, mulai dari penguatan ekonomi berbasis hilirisasi, peningkatan kualitas lingkungan dan infrastruktur, pengembangan SDM unggul, pengentasan kemiskinan, hingga tata kelola Pemerintahan berbasis smart city.
Dari sisi fiskal, proyeksi pendapatan Daerah pada Tahun 2027 diperkirakan mencapai lebih dari Rp2,1 triliun yang bersumber dari Pendapatan Asli Daerah (PAD) dan dana transfer.
Sementara alokasi belanja Daerah akan diprioritaskan pada belanja operasi dan belanja modal guna mendukung pembangunan infrastruktur serta peningkatan pelayanan publik.
Soeroto juga menyampaikan, jadwal Musyawarah Perencanaan Pembangunan (Musrenbang), yakni Musrenbang Desa/Kelurahan pada 12–27 Januari 2026, Musrenbang Kecamatan pada 3–10 Februari 2026 di 19 kecamatan, serta Musrenbang Kabupaten yang direncanakan berlangsung pada 12 Maret 2026.
“Dengan proses perencanaan yang matang dan transparan, diharapkan pembangunan Kabupaten Tulungagung Tahun 2027 mampu menjawab tantangan zaman dan meningkatkan kesejahteraan seluruh lapisan masyarakat secara adil dan merata,” pungkasnya. ( Endi S )
